Miss and Teen Ozark Highlands
Set for February 19, 2005
The 9th
annual Miss Ozark Highlands scholarship pageant is
scheduled for February 19, 2005 at the Clarksville
High School Auditorium in Clarksville. The Miss
Ozark Highlands area of eligibility includes
Johnson, Franklin, Logan, Newton, Pope, Yell,
Boone, Crawford and Conway counties.

Month," Suzanne Mahan from Area Agency on Aging
will present a "Heart Talk," on Thursday, Feb
17th at 11 am.
- The Annual Valentine Party
will be Monday 14th. King and Queen of hearts
will be crowned that day.
- Saturday 12th is Abe
Lincoln's birthday and also "Lost Penny Day."
The goal is to look everywhere for those lost
pennies. Bring them in on Monday 14th, let's see
who can find the most.
- Persimmon Pete (JCSAC's
groundhog) will again visit the center on
"Groundhog Day: (2-2-05). Will he see his
shadow?
- February 8th is
International Pancake Day and in honor we will
have a pancake breakfast. Breakfast will be
served at 8 am.
The
Check 21 Act
In order to create a more
streamlined banking system, Congress recently
enacted a key piece of legislation called The Check
Clearing for the 21st Century Act, better known as
Check 21 Act. The law provides for a new,
negotiable instrument called a "substitute" check
banks can exchange electronically-in place of the
traditional paper checks which needs to be
physically transferred between financial
institutions. Though the law does not oblige banks
to switch over, many will. What does it mean for
your business? Now, checks can clear in a matter of
hours, rather than days, both yours and customers'.
With funds moving through the system at an
accelerated pace, business owners are being faced
with new challenges with cash flow.
How is it changing the way
businesses operate?
The good news first. Once you
deposit a customer's check, those funds will be
available in a matter of hours, providing you with
some quick cash to pay bills. On the minus side,
the checks you write to suppliers will also clear
in a matter of hours, so you can no longer factor
in the float in managing your accounts. The new
rule of thumb? Pay only those bills for which funds
are available at the time you write the check. This
will require you to monitor your balance more
frequently and to time your payments more
carefully, especially when large bills come
due.

Scholar to visit U of
O
Lebanese
Scholar Dr. Oussama Arabi will spend seven weeks at
the University of the Ozarks as a visiting Islamic
professor to teach classes and lead public seminars
to promote a deeper understanding of Muslim
cultures. For more information on the class or

Acting,
directing classes highlight U of O's Kids
College
The U of O
will offer a variety of classes in the creative
arts for school age children during February,
March, and April as part of the university's
ongoing Kids College.
Among the
classes scheduled include, On Broadway for 6th
through 12th graders; Play Time, an introduction to
acting for K-2nd graders; Rising Stars for 3rd-5th
graders; Show Time for 6th-12th graders; Play Days
for 6th-12th graders; and Festival of Poetry: A
Celebration of Words for 4th-9th
graders.
Enrollment
fees for the classes range from $25 to $75. Class
sizes are limited, so early registration is

Former
State Representative Named Arkansas Tech
University's Lobbyist
Phillip
T. Jacobs of Clarksville a former state
representative, will serve as Arkansas Tech
University's lobbyist. Jacobs will serve as
associate vice president of government
relations.
Jacobs
served rom 1964-1970 with the Arkansas National
Guard and for the past 29 years as a volunteer
fireman with the City of Clarksville. He is a past
chairman of the Johnson County Election Commission
and also served on the Johnson OCunty Quorum Court
for six years. Since 1999 Jacobs has served as the
District 69 represeentative (parts of Johnson and
Pope counties) to the Arkansas General Assembly. In
that caapacity he served one term as Speaker Pro
Tem, two terms as the chairman of the City, County
and Local Affairs Committee and in 2004 as co-chair
of thte Legislative Council Higher Education
