Johnson
County - First in the
State to
Certify
While
some may know about ACE
- Arkansas Community of
Excellence - and what it
means to cities and
communities throughout
the state to have this
designation, you may not
realize the many aspects
involved in becoming
certified. The ACE
program is designed to
enhance the overall
livability of a
community, retain jobs
and enhance the
community's competitive
position in attracting
new jobs and
investments. The program
is geared to economic
growth and community
development. It is an
effective tool used by
communities in a process
of self-analysis,
organization and goal
setting. Each community
has an opportunity to
capitalize on the
significant economic
development services the
Arkansas Department of
Economic Development and
other state agencies
provide.
Clarksville
was first designated an
ACE community in
September 1999.
Communities have to
re-certify every three
years. Vicki Lyons,
Executive Director of
the Clarksville-Johnson
County Chamber of
Commerce, and Chamber
staff have been working
toward certifying
countywide when it was
time to re-certify. This
is quite a task.
Communities with a
population of
5,000-20,000 must
implement a minimum of
ten (10) components
including Education,
Workforce Development,
Health Care, Law
Enforcement, Fire
Protection, Solid Waste
Management and Housing.
Economic development
components include Site
Development, Established
Business & Industry
Program, Manufacturing,
Agriculture and
Agri-Related Business,
Tourism, Retirement
Relocation and
Commercial Development.
Numerous committees and
countless hours of data
collecting have been
done to accomplish this
and the Chamber has been
notified that all of the
hard work has paid off.
Johnson County is the
first to be designated
ACE certified countywide
in the state! This
means Johnson County
will be given higher
priority when industry
and/or investors are
looking at Arkansas for
relocation and also more
opportunities for grant
funding. Below is a copy

17th
Annual Talent
Show
The
17th Annual
Clarksville-Johnson
County Chamber of
Commerce Talent Show
will be held on
Saturday, November 2nd
at the Walton Fine Art
Center on the U of O
Campus. Preliminaries
will begin at 8:30 a.m.
and Finals at 7:00 p.m.
Contestants may enter as
a vocal, solo, dance
solo, group, and/or
variety act with 1st,
2nd, and 3rd places
being awarded in four
divisions.
The
general public is
invited to attend.
Tickets can be purchased
at the
Clarksville-Johnson
County Chamber of
Commerce for only $6.00
that includes access to
the Preliminaries and
Finals. For additional

application for the
talent contest you may

Lamar
Approved for COPS Grant
The Chamber has learned that the
COPS Grant that Vicki Lyons wrote
for the Lamar School district and
the city of Lamar has been
approved. The grant will provide
a full-time police officer who
will serve as a Lamar school
resource officer during the
school year. COPS grants, issued
through the U.S. Department of
Justice's Community Oriented
Policing Services in schools, is
payable over a three-year period.
After that period, the city
and/or district take on the
responsibility for the officer's
salary.
Johnson
County Department of Human
Services will be sponsoring a
Teacup Auction on
Saturday, October 19 at the
Johnson County Fair Building.
There will be food and drinks and
also auction items. Doors open at
5:30 p.m. with the auction
starting at 7:00 p.m. Proceeds
will be used for Johnson County
Foster Kids so please come out,
enjoy yourselves and help the
kids.
Junior Auxiliary will be
having a Chili Supper on
Friday, October 25th from 5-7
p.m. in the Clarksville Jr. High
School Cafeteria. This is a major
fundraiser for this organization
with funds being focused on
helping children with school
supplies, scholarships and many
other needs. Contact Janice Joyce
at 754-8282 for tickets.
($5-Adults; $2.50 age 6 &
under) Carry out is also
available.
Fall
enrollment at University of the
Ozarks has reached the 700 mark
for the first time since
1989, according to a press
release from Director of Public
Relations Larry Isch. The 2002
Fall Semester enrollment was 703
students, a 7.5 percent increase
over fall 2001 and the most
students at the Clarksville
campus since 1989 when 726
students attended college.
Clarksville
Lions Club Annual Bulbs,
Brooms and Mops Sale will be
October 1-26. You can get a
6-pack of bulbs for $5, 3
different sizes of brooms priced
from $6-$8 and mops are $4. The
Lions Club helps to fund eyewear
for those in need so show them
your support when they come
knocking at your door!
Expect
more Blue Lights Among the Orange
Barrels. The Arkansas Highway
Police and Arkansas State Police
have combined efforts to increase
patrols in and around interstate
construction areas and are
enforcing a strict, zero
tolerance policy for traffic law
violators in work zones. The
increased law enforcement is part
of a larger effort by the AHTD to
increase work zone safety for the
remainder of Arkansas' Interstate
Rehabilitation Program. According
to Chief Ron Burks of the
Arkansas Highway Police, officers
have been instructed to issue
tickets to all motorists who
violate any roadway laws in a
work zone even if it's their
first offense. Ticketable roadway
offenses include merging
improperly, merging after the "DO
NOT PASS" signs, speeding,
following too closely and
reckless driving. No warning
tickets will be issued
and
|
anyone
breaking these laws can expect to
receive a hefty fine, especially
since fines are doubled in work
zones when workers are present.
The safety of motorists and
construction workers is the
number one priority throughout
the Interstate Rehabilitation
Program.
Free
tax trimmer kit is available
that can help businesses reduce
their federal taxes by thousands
of dollars. Published by the
nonprofit National Association
for the Exchange of Industrial
Resources (NAEIR), the kit shows
how to donate problem inventory
to charity and claim a federal
tax deduction. To receive this
free tax trimmer kit, call NAEIR
at 800-562-0955.
The
Christmas Lighting Committee
is planning for the upcoming
holiday season. To date, plans
are underway to enhance the
decorations at the Court House
and the committee is seeking
grant funding through Wal-Mart is
being checked on to purchase
banners for Rogers
Avenue.
Arkansas
Trail of Holiday Lights
More than 50 communities
statewide are planning to
participate in the 2002 program,
including Clarksville. The Trail
of Holiday Lights Guide will be
available September 30 and
contains descriptions of each
attraction and a state map
highlighting all locations. For
more information, contact project
coordinator Libby Doss at (501)

Once released, these guides will
be available at your Chamber
office.

are very reasonable and
instructions will lead you

Resource
Alliance of Johnson County is
a joint venture of numerous
Johnson County service agencies
that provide diversified services
to their citizens. This alliance
is being formed to maximize the
financial and direct services
currently provided to the
community, by preventing
duplication of services; to
expedite service delivery to
citizens in need by establishing
a clearinghouse for referrals of
services and goods and to bring
future funding to the community
in an effort to support and
enhance programs already
available in areas that are
currently lacking. Any questions
or suggestions from the community
may be directed at this time to
the Clarksville-Johnson County
Chamber of Commerce at

Talent Committee begins
meeting monthly
approximately 3 months
before the scheduled
event. They co-ordinate
and plan the talent
show, each member being
responsible for
different aspects of the
planning, obtaining
sponsorships and selling
tickets.
This year will be the
17th Annual Talent Show.
Income derived from the
event helps fund
existing Chamber
programs. If you would
like to become a member
