THE CITY OF CLARKSVILLE

Clarksville is nestled along Spadra Creek in the Arkansas River Valley, between the Ozark foothills and the Arkansas River. Clarksville represents a mix of agricultural & college town environments. Clarksville also has many industries; i.e. Tyson Foods, Wal-Mart DC & Hanesbrands, Inc. to name a few. The peach industry is celebrated by the annual Johnson County Peach Festival and the University of the Ozarks is home to the Walton Fine Arts Center. Recreational facilities include the Ozark National Forest, local lakes, city parks and scenic highways & byways. Rodeo arenas and marina are popular with residents and tourist alike.

Interstate 40 and US Hwy. 64 are the main arteries of transportation.

In November 1936, the county seat was established in the newly formed town, named for early settler and businessman, Lorenzo N. Clark who owned land across the river and was one of the commissioners appointed to locate the county seat. The city was incorporated December 21, 1848 and celebrated its sesquicentennial in 1998. The first courthouse was built in 1838 on the same site occupied by the present-day structure. The original town plat followed the traditional court square pattern.

First Blind School in the state was organized in Clarksville along with the first deaf-mute school in 1850.

In April 1927 Clarksville witnessed the worst flood since 1889. Many buildings from the 19th century remain along the square and downtown streets and give Clarksville its historic flavor and charm. Many of these structures, as well as churches and private homes have been named to the National Register of Historic Buildings.

Interesting facts about Clarksville include:

In 1929 Clarksville's gas field was the largest producing field in Ark., producing 86,000,000 cubic feet daily with 9 wells.

The first case tried in Ark. by a woman lawyer was in Clarksville by Mrs. Isobella Klein, a resident of Clarksville in 1918.

The University of the Ozarks (formally College of the Ozarks) was originally Cane Hill College which originated in 1834 in Washington County, Ark. & moved to Clarksville in 1834.

The only Naval Training School ever in Ark.; was at the University of the Ozarks in 1944-1946.

In 1855 there was a female seminary in Clarksville.

General Albert Pike, Old west outlaw, Bill Doolin- Founder of the Wild Bunch andBobby Hurley- World champion team roper, have all called Clarksville home.

Early settlers started tobacco production, but most efforts later turned to cotton. By 1840, coal had been discovered in the Spadra area. Coal mining did not grow to be a viable industry until after the Civil War.

First rural free delivery of mail in Ark. was in this county in October 1896. Free city delivery began August 15, 1913.

October 17, 1853 the 1st stove was purchased for the courthouse. Prior to this a fireplace was used. The cost of the stove was $20.

In 1885 there were 11 hotels in this county.

In 1889 there were 83 school teachers in the county & 77 school houses. The total expense of schools in Johnson Co. was $15,000 to $20,000.

Johnson County was the first in the state to be ACE Certified (Arkansas Community of Excellence)

Guide to Residential Building & Various Building Inspections


IMPORTANT

The City of Clarksville adopted the Current Arkansas Fire Prevention Code (AFPC). The AFPC requires construction inspections of electrical, plumbing, mechanical (includes heat & air), gas systems and building construction.

All new construction must comply with this and other applicable City codes.

STEPS TO FOLLOW PRIOR TO CONSTRUCTION

To receive a Building Permit and Application Form will need to be completed and returned. Accompanied by:

" A scale drawing of the subject property with the proposed structure shown. Detailed setbacks to all property lines from the proposed structure shall be submitted and sidewalk details (it walk is required).

" Size of Electric, Water & Sewer service will need to be determined.

" Check for Building Permit which includes all inspection charges.

Contact Arkansas One-Call at 1-800-482-8998 to have all underground utilities located before you dig or begin excavation of any kind at the construction site. State Law requires a 48 hour notice prior to digging.

ORDER OF INSPECTIONS

Foundation Inspections after trenches are excavated and forms, rebar are installed.

Underground Inspections of open trenches for electrical conduit or cable, plumbing, piping, underground ductwork and fuel pipe, prior to any backfill being put in place.

Framing & Rough -In Inspections after roof, all framing, fire blocking, bracing, wiring, all pipes, chimneys, ducts, and vents including all concealed components are completed prior to the installation of wall or ceiling cover.

Final Inspections of the completed structure after building is completed and ready for occupancy. Required electrical fixtures, plumbing fixtures, mechanical systems, and gas systems must be in place and properly connected, and operating in compliance with city building codes.

FINAL INSPECTIONS & CERTIFICATION

It is the duty of the person doing the work authorized by the permit to notify the building inspector when he/she is ready for the inspection. Unless other arrangements have been made a certified installer of homeowners doing his/her own installation shall be present for each inspection.

Work shall not be done beyond the point indicated in each successive inspection without first obtaining approval of the Building Inspector.

A Certificate of Occupancy is issued upon satisfactory completion of the structure, all site work is completed and permanent utility accounts are established. The occupants are then able to move into the structure for its intended residential use.
