Guide to Residential Building & Various Building Inspections


IMPORTANT

The City of Clarksville adopted the Current Arkansas Fire Prevention Code (AFPC). The AFPC requires construction inspections of electrical, plumbing, mechanical (includes heat & air), gas systems and building construction.

All new construction must comply with this and other applicable City codes.

STEPS TO FOLLOW PRIOR TO CONSTRUCTION

Set up a preliminary appointment with City Inspector, Jeff Mize by calling (479) 754-6241.

To receive a Building Permit and Application Form will need to be completed and returned. Accompanied by:
  • A scale drawing of the subject property with the proposed structure shown. Detailed setbacks to all property lines from the proposed structure shall be submitted and sidewalk details (it walk is required).

  • Size of Electric, Water & Sewer service will need to be determined.

  • Check for Building Permit which includes all inspection charges.

Contact Arkansas One-Call at 1-800-482-8998 to have all underground utilities located before you dig or begin excavation of any kind at the construction site. State Law requires a 48 hour notice prior to digging.

ORDER OF INSPECTIONS

Foundation Inspections after trenches are excavated and forms, rebar are installed.

Underground Inspections of open trenches for electrical conduit or cable, plumbing, piping, underground ductwork and fuel pipe, prior to any backfill being put in place.

Framing & Rough -In Inspections after roof, all framing, fire blocking, bracing, wiring, all pipes, chimneys, ducts, and vents including all concealed components are completed prior to the installation of wall or ceiling cover.

Final Inspections of the completed structure after building is completed and ready for occupancy. Required electrical fixtures, plumbing fixtures, mechanical systems, and gas systems must be in place and properly connected, and operating in compliance with city building codes.

FINAL INSPECTIONS & CERTIFICATION

It is the duty of the person doing the work authorized by the permit to notify the building inspector when he/she is ready for the inspection. Unless other arrangements have been made a certified installer of homeowners doing his/her own installation shall be present for each inspection.

Work shall not be done beyond the point indicated in each successive inspection without first obtaining approval of the Building Inspector.

A Certificate of Occupancy is issued upon satisfactory completion of the structure, all site work is completed and permanent utility accounts are established. The occupants are then able to move into the structure for its intended residential use.

To receive a permit an application form will need to be completed and returned accompanied by:

-Building plans detailing: use classification, construction type, exit requirements, sprinkler plans, separation from existing construction, plumbing, HVACR & electrical plans, perk approval if not on City sewer, as well as other pertinent information.

-Building Permit Fee (As determined by Inspector)

-Site plans detailing: Building perimeter with Setbacks to all property lines, lowest floor building elevation, drainage (present & proposed) shown by contours, elevations or other data, parking & driveway plans (if connection is to a State hi-way, State approval required), flood classification (if any), proposed utility improvements, existing on-site utilities, proposed signage location, sidewalk plans (if required), current zoning of property, size and demand requirements for and proposed routing of electric, water, gas and sewer services as well as other pertinent information.

-Site Review Fee (As determined by the City Reviewing Engineer based on the design engineers site improvement cost estimate, excluding building cost)
